After another confrontation with Batman, the Joker suddenly regains his sanity and returns to his identity as Jack Napier. Convinced that Batman and the Gotham police have allowed violence to spiral out of control, he decides to challenge the vigilante on an unexpected battlefield: politics and public opinion. As Napier gradually wins the support of Gotham’s citizens by exposing the damage caused by Batman’s methods, Bruce Wayne sees his role as the city’s protector questioned like never before. Between tensions within the Bat-Family, manipulation of public perception, and threats connected to Gotham’s past, the line between hero and enemy becomes increasingly difficult to define.
