Terragrigia gives the game a broader scope than the Queen Zenobia alone. Built as a modern maritime city, it was attacked in 2004 by the bioterrorist organization Veltro. The events surrounding it allow Revelations to develop the BSAA as well as the FBC, an American government agency involved in responding to biological attacks before the balance of power between the different organizations is challenged.
Alongside the campaign, Revelations introduces Raid Mode. This mode reuses different environments from the game in missions more heavily focused on combat, with character progression, equipment, upgradeable weapons and two-player cooperation. It provides an experience distinct from the campaign while using the same creatures and combat systems.
Resident Evil: Revelations therefore seeks a balance between two periods of the series. It retains the modern camera and controls developed since Resident Evil 4 while reintroducing more enclosed spaces, methodical exploration and tension built more strongly around the environment.
