Synopsis

Just Cause 2

Rico Rodriguez, an Agency operative, is sent to Panau, an island nation in Southeast Asia ruled by dictator Pandak “Baby” Panay. His friend and mentor Tom Sheldon has disappeared with classified intelligence and a substantial amount of money belonging to the organization.

Rico infiltrates the archipelago to find Sheldon while destabilizing the regime. To advance his investigation, he must create enough chaos to weaken the government and open up new opportunities across Panau.

Three factions are also seeking to take advantage of the instability: the Roaches, the Reapers and the Ular Boys. Rico works with them, helps capture their strongholds and carries out various operations aimed at reducing the influence of government forces.

The search for Sheldon therefore becomes the central thread of a campaign spanning all of Panau. From cities and rural areas to military installations, mountains and islands, Rico uses vehicles, weapons, his grappling hook and parachute to advance an operation built around both infiltration and destruction.

Developed by Avalanche Studios and published by Square Enix, Just Cause 2 was released in 2010 for PC, PlayStation 3 and Xbox 360. Magnus Nedfors served as Game Director, Odd Ahlgren as Director of Narrative Content, while Daniel Willför was Senior Producer and Fredrik Sjöö Executive Producer. The game brings back Rico Rodriguez and the freedom of action introduced in the first installment while giving much greater importance to its traversal and destruction systems.

The adventure takes place in Panau, a fictional Southeast Asian island nation ruled by Pandak “Baby” Panay. Rico is sent there by the Agency to find his friend and mentor Tom Sheldon, who has disappeared with classified intelligence and money belonging to the organization. Panay’s authoritarian regime and the island’s internal conflicts quickly become inseparable from the mission.

Panau is a vast open world combining cities, villages, military installations, agricultural areas, forests, beaches, mountains and more arid landscapes. The campaign does not require the player to continuously follow a fixed sequence of missions: much of the progression comes from exploration and actions undertaken directly in the world.

The grappling hook becomes one of Rico’s primary tools. It can be used to quickly reach a surface, pull certain objects or enemies, and most importantly connect two elements together through the dual-hook system. A vehicle can therefore be attached to an object, an enemy to a car, or several parts of the environment combined to create unexpected physical situations.

The parachute directly complements this system. Rico can deploy it while moving, then use the grappling hook to propel himself toward another surface, gain altitude again and continue traveling without necessarily touching the ground. This combination transforms movement across Panau and allows the player to quickly chain together grappling, parachuting and freefall.

Vehicles also play an essential role. Cars, motorcycles, boats, helicopters and aircraft allow the archipelago to be crossed by land, sea and air. Rico can also perform stunts directly on certain vehicles, move across their bodywork or hijack them while they are moving, extending the game’s constant emphasis on mobility.

Combat is built around handguns, two-handed weapons, explosives and different equipment acquired during the adventure. Rico can notably wield two one-handed weapons at the same time. The grappling hook remains usable during combat and allows movement, objects and enemies to be incorporated into an approach that is not based solely on shooting.

Overall progression is structured around Chaos. Destroying government property, completing missions, taking part in stronghold captures and carrying out different activities increases this value. Accumulating Chaos then unlocks new Agency missions, faction operations and additional opportunities throughout the world.

Three factions are trying to gain more power in Panau: the Roaches, a criminal organization led by Razak Razman; the Reapers, a revolutionary movement led by Bolo Santosi; and the Ular Boys, a group rooted in the forest communities under the authority of Sri Irawan. Rico can work with all three to weaken the government and expand their areas of influence.

Stronghold takeovers are directly tied to this progression. Several positions are initially controlled by government forces and can be captured with the help of a faction. Once a stronghold has been taken, that faction’s influence expands through the region and reveals new activities on the map.

The Black Market provides access to weapons, vehicles and fast travel to previously discovered locations. Weapon and vehicle parts recovered throughout Panau can also be used to improve available equipment. Exploration therefore remains directly tied to progression, as resources discovered in the world can strengthen the tools used in later missions.

Settlements and government installations also feature their own destruction and collection objectives, while illegal races provide opportunities to earn money. Just Cause 2 therefore combines story missions, faction operations, conquests, challenges and free exploration within the same loop designed to steadily increase Chaos.

The game runs on Avalanche Engine 2.0 and also uses Havok technology for part of its physics simulation. This technical foundation directly supports its long travel distances, numerous vehicles and grappling-hook interactions, all of which form the core of the game’s identity.
