After a massive earthquake devastates Gotham, the U.S. government abandons the city, cuts off its access points, and officially declares it a “No Man’s Land.” With no central authority, electricity, or reliable supplies, Gotham fractures into territories controlled by gangs, criminals, and groups of survivors. Batman, absent for much of the crisis, eventually returns to a city he barely recognizes and tries to restore some form of order with the help of the Bat-Family and the few police officers who remained behind. Between turf wars, shortages, betrayals, and fragile alliances, everyone must decide what they are willing to sacrifice in order to survive and rebuild Gotham.
