The different clans of Gotham still share the city devastated by an earthquake. Cut off from the rest of the United States, the city becomes a hub of the black market, organizes clandestine fighting and welcomes a newcomer: Harley Quinn, the Joker's companion. Only Batman and his allies, including the new Batgirl, serve as a bulwark to chaos.
