Planted at the top of the central police station and closely controlled, it only lights up in the event of extreme emergency, when the situation exceeds the powers and means of the police. So the vigilante of the night, Gotham's protector Batman, comes out of the shadow to assist the police. But many who have sworn with their badge and weapon, prefer to leave the bat-signal extinguished, and solve the problems of crime without resorting to a masked vigilante who does not answer before any authority. However, in Gotham City, a city infested by criminals with superpowers such as the very dangerous Mister Freeze, the life of a policeman is not a sinecure.

Gotham City is a city protected by Batman. But when Batman is absent or unable to intervene, as in all cities, it is the police that conducts the investigation, sometimes with the help of a boost of the masked hero. Inspector Montoya is harassed by Lipari, one of the criminals she has arrested, released since. He searches his private life, in search of an element that could harm his career. Lipari's approach ends up destabilizing Montoya who violently attacks his tormentor. Shortly afterwards, Lipari is found smeared with bullets fired by Montoya's service weapon. Police are conducting an investigation that accuses their unfortunate colleague in every way. Yet all these facts will turn out to be the tip of a machination werry by a "near" Montoya.
