Gotham falls into a major crisis when a disaster strikes the police department and leads to Commissioner Gordon’s arrest. Taking advantage of the chaos, several criminals and organizations launch their own offensives while the city’s institutions begin to collapse. Batman tries to discover who is orchestrating this chain of events, with help from Batgirl, Red Robin, Red Hood, and other members of the Bat-Family. As the conspiracies multiply and new enemies emerge, the investigation reveals a methodical attack designed to isolate Bruce Wayne, destroy his alliances, and seize control of Gotham.
