Goku, Bulma, and Kuririn find a pirate dungeon underwater, trapped by General Blue, who wants the treasure. The dungeon collapses, and they escape. Goku finds a Dragon Ball, but Blue steals it. They end up in Penguin Village (Dr. Slump crossover). Goku meets Arale Norimaki and her creator Senbei there. Blue steals the Dragon Radar but is defeated by Arale.
