In a dystopian England ruled by a totalitarian regime, the population lives under constant surveillance and any form of opposition is brutally suppressed. A mysterious masked man calling himself V begins a campaign against those in power, using attacks, manipulation, and powerful symbols in an attempt to bring the government down. His encounter with Evey Hammond, a young woman he saves from an assault, changes both of their lives. As Evey gradually discovers V’s motives and his past, she is forced to confront her own fears and the central question behind their struggle: how far can someone go to reclaim freedom?
