After the Phoenix crisis, Cyclops became in the eyes of the world either a mutant revolutionary or a terrorist. Together with Emma Frost, Magneto and Magik, he collected new mutants and founded a clandestine school. Their failing powers, the S.H.I.E.L.D. and their disagreements with the other X-Men put their revolution to the test.
