In a world where superheroes crisscross the sky or roam at night, someone has to make sure that they don't dispel the boundaries. And this is the job of Bill Butcher, P'tit Hughes, Cream, French and Daughter. The little guys of the CIA, a team of dangerous people. It falls well, as they fight against the most dangerous force of the Earth: the super-power gugasses. Some super-heroes have to be monitored. Others have to be controlled. And some, sometimes, have to get out. That's where our little guys intervene. The dark man Tek-Paladin and his partner Swingwing have a problem. One big one. One of them has totally lost control of his libido, and the other one may well be a murderer. Butcher and Hughie's job is to expose them.
