To resist the rise in power of gules that structure themselves into ever more organized groups, the GCC launches the Quinckes project in order to train inspectors who effectively surpass the famous Kisho Arima. The four Quinckes and their mentor Sasaki are initially rejected by their colleagues, but they prove their value during the extermination operation of the Tsukiyama clan, which causes many victims in both camps. The GCC, which now intends to destroy
