In a world where superheroes crisscross the sky or roam in the night, someone has to make sure that they don't go beyond the limits. And that's the job of Billy Butcher, P'tit Hughes, Cream, French and Daughter. The little guys of the CIA, a team of dangerous people. It falls well, since they fight against the most dangerous force of the Earth: the superpower gugusses. Some superheroes have to be watched. Others have to be controlled. And some, sometimes, have to get out. And that's where our little guys are coming in. The guys are going to Russia, where their old enemy, the Vought-American company, collaborates with the mafia to mount a super coup d'état that could degenerate. Fortunately, our little guys have at their side the Boudin d'Amour.
